There is a way to template the ability so that it technically reads a little more blue (for example, instead of preventing the casting, it could allow it and then counter it) but it would just have been significantly wordier and would have had the same basic effect

Then once you get to six or more elves you threaten to proliferate multiple times a turn and that's a game ender right there

So I cant say its strictly better or worse than Shark Typhoon, but it's a great card either way
