Use Urza as the Commander for your Mono-Blue Artifacts deck, or try him in a Whir of Invention deck in Modern

An ability that triggers when a creature "attacks while saddled" will trigger only if that creature was saddled when it was declared as an attacker

This could really work for virtually every deck
