I think itll do great in the 99 of lands or Dragons deck as removal on a stick, but I dont see a ton of appeal about having this as a commander

The Meathook Massacre and Darksteel Mutation provide some alternative means of removal just in case our other board wipes and counterspells dont do the trick

A four mana Demonic Tutor is not what youre looking for
