My guess is that they wanted to emphasize that cards with descend care about permanent cards in the graveyard

And they do, indeed, counter most things

This is especially potent against pendulum decks, as pendulum monsters literally cant be set as spell cards

If a spell with rebound that you cast from your hand doesn't resolve for any reason, including being countered, that spell won't resolve and none of its effects will happen, including rebound

And thats solely because of the fans and the way that people like and love my artwork and appreciate all the effort I put into it

I think it falls a little short of being noteworthy as a commander, but it still pairs well with a creature like Guild Artisan or Scion of Halaster
