Being able to make non-legendary copies is always great for any MTG commander that you'd like to have two copies of, and in a fliers deck or something, your board will get very big very quickly
Sure, the backside could be big if you manage to defeat the battle, but considering it costs six mana (and five damage) to get Winowing Forces on the battlefield, you're not really getting much of a discount compared to cards like Beanstalk Giant or Cultivator Colossus
