Perhaps there is some synergy between this card and the other Dalmation Puppy cards that have been shown already, enabling you to blits your opponent with enough of them to win in a single turn when combined with this card
This is also to do with how cheap and powerful the ultimate is, as soon as you look to get some returns from Kiora you think if I just wait a turn I can have all the 9/9s instead of drawing a couple of cards and perhaps ramping a little at a rather irrelevant stage of the game for it
