Grand Abolisher was already a modest contender, but making it cost instead of is a massive difference
Originally, the Reserved List promised not to reprint any cards from Alpha or Beta , any uncommons or rares from Arabian Nights and Antiquities , or any rares from Legends or The Dark that had not already been reprinted in white border (in the early days of Magic , white borders were used to represent reprints)
There were just better 3-drops in the form of Varolz, the Scar-Striped
Playing against a creatureless spellslinger deck
Its got a good rate and it looks like something worth doing, but contextually there are a lot of exile effects that bypass the ability (Silkwrap, Abzan Charm, etc)
If you have a deck where you can reliably cast Finale for X = 10+, go for it
