While it doesnt command the same premium as the Unova dragons, this card earns its place through sheer narrative weight and arresting cyberpunk aesthetics
I'm not as tuned in to those cards, and the mechanics of them can get weird, so I'm avoiding them on this list

Notably, if you use the backup ability to give some other creature the +1/+1 counter, the card itself wont be modified, but there will be plenty of ways to add +1/+1 counters to backup creatures that gave away their +1/+1 counters
Selfish, but the fact that you can use it multiple times per turn makes it potentially very powerful, especially given Helitrooper packs built-in evasion
