I rate this as one of the best spot removal spells you can play in a UW based control deck behind only the premium one mana cards, Winds of Abandon, and perhaps Wingshards if you count that as spot rather than mass removal

However, such a small creature count is actually not unusual for control decks

And since The One Ring is legendary, if you have multiple copies in your deck, you can cast a new One Ring and sacrifice the old one, resetting the counters

For example, an ability that triggers "whenever you sacrifice a creature" triggers only once

Then on arrival you'll mill 5, and then next turn you'll Splendid Reclamation and the last you'll pump a dork and give it trample equal to your land count- a win con too

By attacking with Spark Trooper, I gain 6 life in total
