Izzet Prowess might not need it in Standard, but I wouldnt rule it out either

Second Star to the Right is an arguably better card in many situations, enabling you to draw cards and your opponent not

Maybe if it destroyed seven creatures per swing I could see it, but for now, this is a flavor win and nothing more

That said, unlike Teferi, all of the Flash pieces in Standard get wiped by the effect of Ultima, which makes this combo a lot less powerful
