When Universes Beyond was first announced, Wizards of the Coast said the mechanically unique cards would be restricted from the games Standard format, which generally allows cards from the most recent sets
Cards given out as challenge promos in the use C1 , C2 etc There are also promo cards with a D23 set ID, though the original D23 Expo set cards are part of the P1 set
These cards use the literal word draw in their rules text
Anti-Grinding: While story battles remain the same no matter how strong you get, the random encounters scale up to the highest leveled character in your party (even if you don't bring them into battle)
It is a Sorcery with the Lesson subtype that costs and allows you to search your library for a Basic Land and put it into your hand, then you gain two life
I think this card is a powerful build around and I think dismissing it simply because "your opponent can use it first" is not a true understanding of how to build your deck to maximize mirrored effects
