I probably wouldn't want to face any random player using these cards, but as the man who both invented the game and designed the entire Arabian Nights set by himself, he clearly gets a pass to make the cards he wants for his old school deck
(Here is another, simpler example of how deterministic pile "shuffling" allows deck stacking.) Notably, the number of piles you use wont make the deck any more random
