I would expect them to be the same since I never heard of there being a difference before, let alone 2 versions

You cant activate this kind of ability if the permanent is already tapped or if its a creature with summoning sickness

So technically, Mega Gengar EX is poorer than Mega Charizard EX, and it only works in odd situations where you get it kicking quickly, and Chingling is there as a buddy

The artwork alone makes this version of Charizard V a worthy collectors piece

Also, this last bit is more of a personal view of mine, but Continuous Cards are better reserved for effects where you say "awesome" when you draw them
