But given the fact that the set includes 13 Pokmon-ex that can be pulled from booster packs (including Celebi ex), all of them are already quite rare, so personally I doubt Celebi ex was artificially made even rarer by printing it fewer times on the sheet than the other Pokmon ex

Once past this though, the path for upgrades becomes less clear, and as a player you would need to decide what you wanted to focus on for this deck
