You just want bodies and this is bad and unreliable in that capacity
If you get the option to grab him in a Legacy Cube draft, snap him up
All of these cards can provide absurd value in the right decks - getting more than one mana from a single land is always fantastic, and the ceiling on these is so, so high
once the deck runs out, that player continues play with no further cards) All starter decks were built with these differences in mind, but with an eye on upgradability (and as a minor marketing enticement for players needing to pad these decks with a few extra cards to make them legal to use)
It isn't easily abused, it just seems all round playable filler with some interesting potential upside
