Counter Blitz is the Final Fantasy 10 deck, and based on the game's sphere grid, which translates to Magic in the form of +1/+1 counters
The original card had "you draw two cards and lose two life", "destroy target creature," and "cast a spell without paying its mana cost." The last ability was both too powerful and not really black (black could cast a spell out of a graveyard)
I might just be speaking for myself, but I find it a lot of fun to sit back and allow everyone to do their own thing before swooping in with a big swing in my favor
So why is it a card I dont see often enough
But its still a precon deck, and there are always a few aspects which can be cleared up with a few extra singles at minimal cost and make it feel substantially more consistent at the tabletop
