Personally, I see them as pretty different Pokmon that can actually work well together if you want them to, especially since Jumpluff resists Fighting whereas Cinccinno is weak to it

There are a few mechanics which really boost the decks ability to chain-cast spells and get either commanders ability rolling earlier, which is nice for a precon which lacks the kind of fast mana sources you usually find in this kind of deck
