From my experience, it doesn't seem to be quite as popular nowadays, when you often can't take a turn off to play an expensive enchantment with a static effect, but the demand for this card never goes away despite reprint after reprint

If you choose two target creatures for the chaos ability and either target is an illegal target as the ability tries to resolve, the ability won't resolve and none of its effects will happen
The tradeoff for ramping this way when compared to mono green mana ramp is that your ramp usually comes from the opportunity to play extra lands in your hand or that you draw rather than searching your deck for them
In this way, you can play the deck as a spoiler and defeat Sauron, leaving the Elves and Humans to battle it out
When you do control at least three of other people's permanents, it turns into a 9/9 creature, which is scary enough on its own
