Unfortunately, due to the way the game determines which card you get, it never picks the latter, meaning there's no way to obtain Phantom Venusaur without a cheating device (and in turn construct the Mysterious Pokmon deck in the Pokmon Dome's Auto Deck Machine, which requires two of them)
