If you can give it flying consistently its good, and there are some Commander decks like Azami, Lady of Scrolls that wouldnt mind replacing a basic Island for this

He can eat a turn one Birds of Paradise, Llanowar Elves and Noble Hierach or he can be used late game to finish off an opponent at low life

And we, as players, will be there to capitalise on the brokenness

Wheels are just generally good, and this one isnt the worst out there, so its going to stay popular even with a reprint

Three turns to build up for a 1/1 wont be winning you any Vintage tournaments, but its a challenging ability to build around in a casual format like Commander
