There are a lot of informal rules, but officially Commander follows competitive format rulings on mulligans
Reason being, that even if one player has a linear, tutorable A+B combo deck, or an aggro deck as fast cEDH Winota, the other players in the pod still might not have a deck that holds a candle to it
For the advanced and expert levels, users must win this battle using a deck where all of the Pokemon cards are of one, two, or three-diamond rarity. Decks must be altered to remove EX cards or other rare items from the collection
Sending someones hard-earned graveyard back to their library can be a back-breaking play against reanimator decks, Underworld Breach, or even Thassas Oracle, as your opponent will often have too many cards in their library to win the game after putting their graveyard back into their library
