While the planeswalkers ability is the built-in way to pull it off, Garruk doesnt care how he gets to 2 or 1 loyalty
If you attack with a nontoken creature, you get to create a 1/1 token of one of those creatures
Oh, and if that wasnt enough, if you dont need a combat trick you can always cycle it away for two mana
But, I've never actually built a control/stax deck in Commander, and I do appreciate the design of what Toxrill wants to be doing
Theyre one of the hallmark effects that make Magic engaging, pitting you and your opponent against each other in a mind war of threats and bluffing to prove whose wile and wit is superior
That said, there are powerful equipment like Skullclamp and the Swords, and Anchor to Reality puts them straight into play, so there's utility here
