As a 4/4 for 5 mana, its already a solid body, but the real value comes from its ability to tap and remove a +1/+1 counter from one of your creatures to deal 2 damage to any target

WotC would probably lose money to start but players would still have to buy packs or spend a lot of time on the game, even with a dusting system, because the dusting conversion is so steep

The rares have seen some play as well, so they are pushed

You're not giving another player a deck, but instead you're giving yourself a new deck and that's not what the holiday is about

And that's where I suspect this card will fall
