It mills each player for four when it enters the battlefield and then lets you take a creature with an even mana value milled this way and put it onto the battlefield under your control
Youll want to either cast this after your creatures have been deployed or have a way to put counters on them, as it doesnt continue to put counters on creatures when they enter the battlefield

I dont think this card is on the power level of Sylvan Library, but if you think about it, this kinda is Sylvan Library, but black, especially given black can get stuff back from the yard
