Most aggro decks could never beat a play like that if you back it up with counterspells
While the counter on its own is a one time thing, having this trigger at the beginning of combat and then the ability to get that creature back with haste for that same combat makes a very tight window for opponents to deal with your shenanigans
This helps you put poison counters on your opponents in the early game, so you can focus on proliferating them later and dont have to worry about connecting with your fragile commander again

The reason I have Serum Visions ever so slightly higher is that it is still very very close to Preordain in general all round power, it typically gives more overall information as well (if you keep at least one card from a Preordain scry you see one less card overall than you do with Serum Visions or Ponder), but most of all it is becuase Serum Visions affords you the best synergy with top of library effects
"Cards in your graveyard you've surveilled this turn" includes cards you put into your graveyard while surveilling
