It was used to scoop up a large amount of sugar for the table, then the smaller scoop (that stores in the back) would be used for individual servings at the table. This piece was made in Japan by Raimond. It has a silverplated floral exterior and a gold wash interior. The interior of both the scuttle and the scoop has some scuffing.
