Draw two discard two is a good chunk of immediate action as well as card quality
A variety of creature-toolbox decks rely on Chord of Calling as an instant-speed tutor to find silver bullet answers like Reclamation Sage and Collector Ouphe to hamper their opponents, or to assemble value engines with cards like Yawgmoth, Thran Physician
You can do this with fetchlands , Strip Mine , and a whole host of other cards if you want to get up to three uses out of them - perhaps you can even bait your opponent into a board wipe while you also have these permanents on board to get even more value

This means it's not possible to cheat creatures into play out of nowhere (which madness can do), but it also means you're granted more flexibility, because you can cast a spell for its mayhem cost at any point during the turn in which it was discarded (rather than having to choose immediately as per madness rules)
