time travel lets you skip the wait, Slow down vanishing permanents, so you don't have to sacrifice them when they run out of time counters (although in some cases the vanishing card has a good trigger when it leaves the battlefield, so you may want to speed it up)
As for Monet OP12-076, it is a vanilla +2000 Counter that costs 5 and has 6000 power

So as long as people can cast spells, this provides mana to them for more, but punishes them for using it, plus a nice upside to incidental destruction to other artifacts
