Mill as a win condition in Commander is a big ask since decks have 99 cards, but Hope combined with all the lifegain support makes it much easier to realistically accomplish the mill goal
This commander almost always has some targets since most decks play mana rocks
But hiding in the uncommon slot is Dauntless Scrapbot, a card I like to call the Solemn Simulacrum for the modern era
To simplify this a little, he wants you to either jam all of the LotR cards in and make a Vorthos-heavy theme deck or play all of the 3+ color spells in order to get as many triggers as possible each turn
With a reliable way to bring it back, with, say, a Sun Titan, you can severely disrupt your opponents plans
